What Is a Section 153 Withholding Tax Exemption Certificate?
A Section 153 withholding tax exemption certificate is an FBR document that allows your clients, who act as withholding agents, to pay you without deducting tax at source, or to deduct it at a reduced rate. Under the Income Tax Ordinance, 2001, payments for goods, services and contracts are normally subject to withholding tax at set rates. If you hold a valid certificate, the payer has to honour it, which protects your cash flow and saves you from having to claim refunds later.

Who is eligible to apply for a Section 153 exemption certificate?
Generally, a taxpayer who is on the Active Taxpayer List (ATL), receives payments for the supply of goods (153(1)(a)), services (153(1)(b)) or contracts (153(1)(c)), and has filed income tax returns regularly can apply. FBR looks at your tax history and compliance record before issuing the certificate.
What is the difference between Section 153(1)(a), (b), and (c)?
Section 153(1)(a) covers the supply of goods, 153(1)(b) covers services, and 153(1)(c) covers the execution of contracts. Each has its own withholding rate and exemption conditions, and we identify which one applies to your business.
