The government dropped the idea of a separate tax agency and will reform FBR instead. Here are the latest FBR restructuring updates and what they mean for filers.

For the past week, one question has been doing the rounds in offices, markets and WhatsApp groups. Is FBR being shut down?

The short answer is no.

At a high-level meeting chaired by Prime Minister Shehbaz Sharif on Monday, October 19, the government dropped the idea of setting up a separate tax agency. FBR stays. But it is about to change a great deal.

If you’re a business owner or a salaried filer worried about what this means, here is what actually happened, and what you should do about it.

How the New Agency Talk Started

Talk of a new tax collection agency in Pakistan in 2026 began last week. Reports said the administration was considering a new agency to replace or coexist with FBR.

The idea was raised at a top-level meeting earlier this month. FBR was told to bring proposals on HR reform and restructuring to the Prime Minister on October 19.

That’s where the rumours of a National Tax Agency Pakistan came from.

Why Is the Government Planning FBR Restructuring?

The pressure is real; it is coming from every direction.

The revenue gap

  • FBR’s target this year is Rs 15.263 trillion.
  • Meeting it needs growth of more than 17%.
  • First-quarter collection grew only about 7%.
  • Reports project a shortfall of more than Rs 650 billion for the year.

A stubborn tax-to-GDP ratio

  • It stayed at about 10.3% last fiscal year.
  • FBR now promises to lift it to 13.5% by 2029.
  • Officials believe the tax gap has been reduced from 6% to 5% of GDP.

Frustration with old-style enforcement

  • Repeated reforms since the 2000s haven’t closed the gap.
  • Discretion at field level has long been linked to delays and “settlements”.
  • Only about 6.9 million of 19 million registered taxpayers had filed returns by mid-October.

Separating policy from collection

The government has already been moving tax policy work into the Finance Division.

The idea is to let policy-makers set the rules, and let FBR concentrate on collecting tax efficiently.

What Was the Proposed National Tax Agency Pakistan?

There was never a published blueprint. The idea was discussed at an early stage and then set aside.

What was reported

  • A new body could take over FBR’s collection powers.
  • FBR would not have been dissolved.
  • Officers who didn’t join the new body would stay until retirement.
  • Moving powers would have needed changes to the FBR Act, 2007 and at least four tax laws.

Why it was dropped

Participants argued that a brand-new organization would take years to become operational.

Pakistan can’t wait years. So the government chose to reform FBR from within instead.

What happens instead

These are the real FBR restructuring updates:

  • The Civil Servants Act will be amended so non-performing officers can be compulsorily retired.
  • Offices and posts can be declared redundant after restructuring.
  • FBR will reorganize its staff to be less top-heavy and more taxpayer-friendly.
  • FBR must send the PM a report on HR restructuring within a week.
  • The PM ordered zero tolerance for corruption.
  • The technology agenda stays.

The direction of travel hasn’t changed.

  • The National Faceless Centre has handled audits since October 1.
  • An AI-driven automated tax system, using property, vehicle and banking data, is being piloted in Islamabad.
  • FBR is building a central data hub and the next version of IRIS.
  • Digital invoicing and point-of-sale systems track business sales in real time.

All of this links back to your CNIC. Your bank accounts, car, property and utility connections can all be traced to it.

Latest FBR News Today: Internal Resistance & Challenges

Reform inside FBR hasn’t been smooth.

Friction with IRS officers

  • When the new agency story broke, the Inland Revenue Service Officers Association threatened a pen-down strike.
  • Senior officials reassured the police and the threat was dropped.
  • FBR has since suspended two senior IRS officers and called back two others for investigation, over an unauthorized press statement and a call to stop work.
  • Officials say the Prime Minister was displeased with the officers’ conduct.

The practical challenges

  • Moving millions of returns, records and cases into new automated systems is a huge job.
  • IRIS struggled badly in the last days before the September 30 and October 15 deadlines.
  • The data from banks, registrars and utilities has to match up properly or honest taxpayers get penalized erroneously.
  • Parliament has to approve any modification to the law, and that takes time.

That’s the latest FBR news today: no new agency, but a tougher, leaner and more automated FBR.

How Will This Affect Common Tax Filers?

This is the part that matters most to you.

Filing to get on the ATL won’t work anymore.

Many people file a bare-minimum return to get onto the Active Taxpayer List and pay lower withholding rates.

That approach is now risky.

  • The system compares your return with your lifestyle data.
  • A small declared income next to a new car, foreign trips and high bills stands out immediately.
  • Cases like this are exactly what the Faceless Centre is selecting first.

What gets cross-matched

  • Vehicles registered in your name
  • Property bought or sold
  • Bank balances and profit
  • Foreign travel
  • Electricity, gas and phone bills
  • Tax deducted on school fees and other payments

The cost of getting it wrong

  • Unexplained assets can be added to your income under Section 111.
  • False remarks are punishable under § 182.
  • Late filers now have to pay Rs 25,000 ATL fee to get back on the list.

What you should do now

  • Make sure your wealth statement lists every account, property and vehicle.
  • Record all big inflows: gifts, loans, sale proceeds, remittances.
  • Filed in a hurry? Reconsider your return before FBR detects the gap.
  • Pay for large purchases through the bank.
