You have filed every sales tax return on time and you are on the Active Taxpayer List (ATL). Then you log in to IRIS to file this month’s return and find your sales tax registration has been suspended.
That is what businesses across Pakistan are reporting. The Federal Board of Revenue (FBR) has started suspending sales tax registrations, and many affected businesses say they received no notice. The suspensions appear to be linked to the FBR’s mandate to integrate with its digital invoicing system.
Here is what is happening, how to check your status, and what to do if you have been suspended.
What Is Happening
As reported on 24 September 2026:
- Registrations are being suspended and marked inactive, even for businesses that have filed returns for the last six tax periods.
- Suspended businesses cannot file sales tax returns or adjust their tax liability in IRIS. That delays payments and exposes them to penalties.
- Some cannot bid for contracts, and customers are holding back payments.
- Taxpayers and consultants say the suspensions target businesses that are not linked to the FBR’s digital invoicing system.
The FBR has not issued a public statement so far. Tax professionals are asking for quick reinstatement where integration is the only issue and no official warning was given.
Why Now? The Change in the Finance Act 2026
Section 21 of the Sales Tax Act, 1990 has traditionally been used against fake invoicing and tax fraud. The Finance Act 2026, effective 1 July 2026, added a new ground: failure to comply with electronic invoicing requirements.
Not integrating with the FBR’s digital invoicing system is now enough on its own to trigger suspension, with no suggestion of fraud needed. In serious or repeated cases, blacklisting can follow.
The requirement applies to sales tax registered persons, corporate and non-corporate. Retailers and service providers such as restaurants, hotels, private hospitals, clinics, schools, gyms and courier operators have also received sector notices. If you still issue invoices manually or from off-the-shelf software, you are the most exposed.
How to Check Whether Your Sales Tax Registration Is Suspended
Check now. Do not wait for return day.
- IRIS. Sign in to iris.fbr.gov.pk, open your registration profile and check your sales tax status. Try starting a new sales tax return. If it is blocked, that is usually the first sign of a problem.
- Sales Tax Active Taxpayer List. Go to fbr.gov.pk, open the Sales Tax ATL and search your NTN or STRN. The status should read “Active”.
- Taxpayer profile query. Verify your status through the FBR’s taxpayer profile query. Check your suppliers too, because a suspended supplier puts your input tax at risk.
- Your email and IRIS inbox. Look for a suspension order or show cause notice sent to your registered email or IRIS account. Write down what arrived and when. It matters if you challenge the suspension.

For many businesses, the FBR penalty hurts less than customers being unable to claim input tax on their invoices.
Was the Suspension Lawful? Know Your Rights
Suspension is a legal action, not a system setting. These are the safeguards you have under Section 21 of the Sales Tax Act and Rule 12 of the Sales Tax Rules, 2006:
- There must be an order. The Commissioner Inland Revenue must issue a suspension order.
- A show cause notice must be served. Under Rule 12, this is due within seven days of the suspension.
- You have the right to be heard. You can present evidence of your compliance.
- You can appeal. Orders can be challenged before the Appellate Tribunal Inland Revenue.
If your registration was suspended with no order and no notice, the correct process may not have been followed. That gives you a strong basis to ask for quick restoration.
How to Reactivate a Suspended Sales Tax Registration
- Find out why. Look for an order in IRIS. If there is no explanation, request one in writing from your Regional Tax Office.
- Gather your records. Collect your filed returns (especially the last six), payment receipts (CPRs), ATL history and any letters from the FBR.
- Fix the problem. Connect to digital invoicing directly or through a licensed integrator. Generate your IRIS security token and send live invoices.
- Apply for restoration. Submit proof of compliance to the Commissioner and point out any procedural defects, such as a missing show cause notice.
- Keep your buyers informed. Tell key customers what is happening and when you expect to be back.
- Appeal if needed. If you are refused or delayed without good reason, appeal straight away. The deadlines are tight.
Restoration usually takes weeks, not days, so start now.
Not Suspended Yet? Act Before the FBR Does
If you are registered but not using digital invoicing, your registration is still active and you are at risk. This week:
- Confirm whether your business falls under digital invoicing.
- Choose an FBR-compatible invoicing or POS system and connect it.
