What is form 1 in Pakistan?

SECP official website - What We Do page outlining regulatory mandate

Form 1 is one of the first documents you’ll actually file with SECP — here’s exactly what it covers and when it’s used.

What Form 1 Actually Is

Form 1 is SECP’s declaration of compliance form, filed as part of the company incorporation process — it’s a formal declaration that all incorporation requirements under the Companies Act, 2017 have been complied with. It’s typically signed by a company secretary, chartered accountant, or advocate involved in the incorporation.

When Form 1 Is Filed

Form 1 is submitted alongside your other incorporation documents (Memorandum and Articles of Association, director details) at the time you’re incorporating a new company through SECP e-Services — it’s not a standalone or recurring filing, it’s part of the one-time incorporation package.

Who Can Sign Form 1

The declaration must be made by someone professionally qualified to verify compliance — commonly a practicing chartered accountant, cost and management accountant, or advocate. This isn’t something a director simply self-certifies without professional involvement.

What Happens If Form 1 Has Errors

Since it’s a formal legal declaration, inaccuracies can create real compliance exposure for both the company and the person who signed it — this is why it’s typically handled by whoever is managing your incorporation professionally rather than filled in without review.

Form 1 vs. Other Incorporation Forms

Don’t confuse Form 1 with Form 21 (registered office notification), Form 29 (director/officer changes), or Form A/B (annual returns) — each SECP form serves a distinct, specific purpose in the company lifecycle, and Form 1 specifically belongs to the incorporation stage only.

Incorporation filings are submitted through SECP’s e-Services portal. See our MOA/AOA guide for the other incorporation documents filed alongside Form 1.
