Every week I get a version of the same question from a new client: “I want to register for sales tax — what do I actually need to bring?” The honest answer is that it depends a bit on whether you’re a sole proprietor, a partnership (AOP), or a company, and on what kind of business you run (trading, manufacturing, or services). But the core document list is the same across almost every case, and getting it together before you start the IRIS application saves a lot of back-and-forth.
Here’s the list I actually use when onboarding a client for Sales Tax Registration in Pakistan.
1. NTN / Income Tax Registration
Sales Tax registration builds on top of your existing FBR registration — you can’t apply for an STRN without first being registered for income tax. If you haven’t done this yet, start with our FBR IRIS registration guide. Once you have your IRIS login and NTN, sales tax registration is done from within the same portal — it’s not a separate account.
2. CNIC (and Original for Biometric Verification)
Your CNIC number is tied to your IRIS profile already, but for sales tax registration you’ll also need to complete biometric verification at a NADRA e-Sahulat center (for individuals) — so keep the original CNIC on hand, not just a photocopy.
3. Business Bank Account Details
A bank account maintained in the business’s name (or your own name for a sole proprietorship) is required, along with the bank’s account maintenance certificate. FBR cross-checks this against the registration application, and a personal savings account used loosely for business transactions tends to raise questions later.
4. Proof of Business Premises
This is usually the part people underestimate. You’ll need:
- A recent electricity bill for the business premises (or gas bill, where relevant)
- Ownership documents if you own the premises, or a rent/tenancy agreement if you don’t
- GPS-tagged photographs of the business premises — FBR verifies the physical location as part of registration, and this has become stricter in recent years, particularly for retailers and manufacturers
5. Business Letterhead
A letterhead showing the business name, address, and contact details is typically required as part of the supporting documents, especially for companies and AOPs.
6. Registration/Incorporation Documents (Companies and AOPs)
If you’re registering a private limited company, you’ll need your SECP incorporation certificate, Memorandum and Articles of Association, and details of directors (CNIC, NTN). For a partnership (AOP), the partnership deed and the CNICs/NTNs of all partners are needed. Sole proprietors skip this step entirely — the CNIC and NTN of the individual owner carry the registration.
7. Sector-Specific Documents (Where Applicable)
Manufacturers are usually asked for details of machinery installed and connected electricity/gas meter numbers for the production unit. Importers may be asked for details tied to their existing import activity. If none of this applies to your business, you can skip it — most trading and retail registrations don’t need it.
A Quick Note on STRN vs NTN
If you’re not sure whether you even need a separate sales tax registration, or you’re confused about how the STRN relates to the NTN you already have, our STRN vs NTN explainer covers exactly that distinction before you start gathering documents.
What Happens After Documents Are Ready
Once everything above is in hand, the application itself is filed through IRIS under the Registration menu. FBR reviews the application and supporting documents, and in many cases schedules a physical or video verification of the business premises before the STRN is issued. If you’d rather not manage the document collection and IRIS submission yourself, our team handles the full process end-to-end through our Sales Tax Registration service.
FAQ
Can I register for sales tax without a business bank account?
No — a bank account in the business’s (or proprietor’s) name with an account maintenance certificate is a standard requirement. Open one before starting the application to avoid delays.
Do I need GPS-tagged photos even if I work from home?
Yes, if the registered address is your business premises, FBR still expects proof of the physical location, including a home-based office in many cases. Confirm your specific situation with a consultant if you’re registering a home-based business.
What if I don’t have ownership documents for my shop?
A rent or tenancy agreement is accepted in place of ownership documents — this is the more common situation for small retailers and traders.
