Your customs declaration and clearance still runs through WeBOC, while PSW handles the cross-agency permit/certificate coordination that used to require separate physical visits to multiple offices. For most traders, this means faster clearance on regulated goods that need multiple approvals, since PSW reduces the sequential back-and-forth between agencies.
